「希臘脫歐」（Grexit）危機可望暫時落幕。歷經馬拉松式的徹夜協商，歐元區領袖峰會13日達成紓困希臘協議，同意給予希臘新一輪3年820至860億歐元貸款，且可能展延希臘債務，但不考慮直接減債。
總理沒信用 要國會立法
由於希臘總理齊普拉斯有多次出爾反爾的紀錄，歐元區領袖表明不再相信他的口頭承諾，要求希臘須在15日前，針對刪減退休金、提高增值稅、延長商店營業時間等初步改革措施，提交國會完成立法，才會展開後續紓困程序。
歐元集團主席戴松布倫表示，俟希臘國會立法完成後，盼歐元區其它18個成員國也能在本周前通過國會批准，最終送交歐洲議會表決，相關紓困作業才得以正式施行。
《金融時報》報導，德國總理梅克爾和齊普拉斯在會中針鋒相對、互不相讓，一度準備起身離席，但歐盟主席塔斯克高聲說，在未敲定協議前，誰也不准離開，兩人才又坐回椅子繼續協商。
財改更嚴苛 梅克爾長臉
本次紓困談判卡關有幾個癥結，首先齊普拉斯原堅持全由常設紓困基金「歐洲穩定機制」（ESM）出資，排除國際貨幣基金組織（IMF），但梅克爾執意將IMF拉下水，最後齊普拉斯只好同意。
此外，齊普拉斯認為，德國要求希臘將總值500億歐元的國家資產私有化，成立新的信託基金，金額太高。梅克爾原要求將基金總部設在盧森堡，最後同意讓它留在雅典，齊普拉斯才接受此案。該基金半數將為希臘銀行業進行資本重整，另一半則透過私有化方式，協助希臘償還債務。
梅克爾說，歐元區對減輕希臘部分債務持開放態度，歐元區可能給希臘「更長的寬限期」，但減免債務並非選項。
這次紓困談判，齊普拉斯被迫接受比先前公投否決版本更嚴苛的改革條件，「撙節女王」梅克爾總算扳回顏面。
